From November 4 to 6, the "Shandong Province 2025 Professional and Technical Talent Knowledge Update Project—Shandong Province High-Level Advanced Training Workshop on High-Quality Low-Altitude Economy" was held at the Wuyingshan Campus of Shandong Jiaotong University. Hu Bin, Chief Expert of the Shandong Provincial Low-Altitude Economy Association (formerly a First-Level Inspector at the Shandong Provincial Department of Transport), and Li Jin, Deputy General Manager of Shandong General Aviation Industry Development Co., Ltd. and Deputy Secretary-General of the Shandong Provincial Low-Altitude Economy Association, attended the event. Wang Deli, Deputy Secretary of the Party Committee and Dean of the School of Continuing Education at Shandong Jiaotong University, delivered a speech at the opening ceremony. In addition, Zhang Lijie, Partner at Zhongcheng Qingtai Jinan Office and an invited guest, also participated in the workshop.

In his address, President Wang Deli warmly welcomed the attending leaders and trainees, briefly introducing the school's historical development, distinctive educational features, and its achievements in specialized curriculum development and research within the low-altitude economy sector. Meanwhile, expert Hu Bin shared insights during his speech, highlighting Shandong Province's groundbreaking progress in policy guidance, infrastructure, industrial ecosystems, application scenarios, and park-based cluster initiatives within the low-altitude economy field—and also provided an update on the ongoing work of the Shandong Low-Altitude Economy Association.
During the event, attorney Zhang Lijie delivered a half-day lecture titled "Compliance Support and Value Creation in the Low-Altitude Economy." She systematically explained the definition of the low-altitude economy, its relationship with general aviation, and provided an overview of the market—including its overall size, financing trends, and application scenarios. Additionally, she conducted an in-depth analysis of the industry's current legal landscape, examining both the existing regulatory framework and identified legislative gaps. Attorney Zhang also highlighted key initiatives aimed at safeguarding the rule of law and fostering business growth, while showcasing notable financing cases from several regions. Her insightful and comprehensive presentation earned high praise from all attendees.
The event also invited experts and scholars from institutions such as Tsinghua University’s Flying Car Power Research Center, Shandong Provincial Academy of Macroeconomic Research, and Jinan Low-Altitude Economic Development Group to deliver lectures. They provided participants with an in-depth analysis of industry trends, precisely addressed key development challenges, and contributed their wisdom and expertise to help local areas cultivate new forms of productivity and seize the initiative in the rapidly growing low-altitude economy.
