On April 12, the 2024 Edition Construction Project Engineering Quantity List Pricing Standard and Construction Period Delay Quantification Analysis Standard Training Session, as well as the Third Construction Project Law Business Lecture Hall, were successfully held in Jinan. This event was jointly organized by the Shandong Provincial Construction Industry Association, the Shandong Provincial Engineering Construction Standard Cost Association, and the Shandong Provincial Legal Society Enterprise Commercial Law Research Association. The Jinan Arbitration Commission provided strong support. The Shandong Provincial Construction Industry Association Engineering Construction Legal Affairs and Business Committee, the Jinan Municipal Engineering Construction Standard Cost Association, the Jinan Municipal Legal Society Real Estate Law Research Association, the Zhongcheng Qinggai Law Research Institute, and the Zhongcheng Qinggai Construction Project Business Center jointly undertook the event, with Guanglian Technology Co., Ltd. acting as a co-organizer.
On April 12, a training session on the 2024 edition of the Construction Engineering Quantity List Pricing Standard and the Standard for Quantifying Analysis of Schedule Delays, along with the third Construction Engineering Legal and Business Seminar, was successfully held in Jinan. This event was jointly organized by the Shandong Construction Industry Association, the Shandong Engineering Construction Standard Pricing Association, and the Shandong Provincial Association of Enterprises' Commercial Law Research. The Jinan Arbitration Commission provided strong support. The Shandong Construction Industry Association's Engineering Construction Legal and Business Committee, the Jinan Engineering Construction Standard Pricing Association, the Jinan Legal Society's Real Estate Law Research Association, the Zhongcheng Qingtong Law and Legislation Research Institute, and the Zhongcheng Qingtong Construction Engineering Business Center co-hosted the event, with Guanglian Technology Co., Ltd. as a supporting organizer.
Li Heng, Senior Partner of Zhongcheng Qingtong, Director of the Zhongcheng Qingtong Law and Legislation Research Institute, and Director of the Construction Engineering Business Center, presided over the event. Liu Yong, President of the Shandong Construction Industry Association, delivered a speech.
At the meeting, Wu Zuomin, the main reviewer of the "Construction Engineering Quantity List Pricing Standard" (GB/T50500-2024), interpreted the standard. From a professional and unique perspective, he gave an in-depth and easy-to-understand explanation from five aspects: the inheritance and evolution from specifications to standards; general principles and requirements; terminology interpretation; basic provisions interpretation; and the principles of adjusting contract prices. He combined this with practical cases, fully conveying the spirit and requirements of the new standard.
Qiu Chuang, chief editor of the "Construction Engineering Schedule Delay Quantification Analysis Standard" (T/CECS 1522-2024), systematically and comprehensively explained the quantification analysis of schedule delays, focusing on three aspects: the logical status quo and logical basis of schedule dispute resolution; international benchmarking of the "Construction Engineering Schedule Delay Quantification Technical Standard"; and interpretation and application of practical cases of the "Construction Engineering Schedule Delay Quantification Analysis Standard". This provided the attendees with highly practical guidance.
Representatives from the Jinan Arbitration Commission and some arbitrators, the Shandong Construction Industry Association, the Shandong Provincial Association of Enterprises' Commercial Law Research, the Shandong Provincial and Jinan Municipal Engineering Construction Standard Pricing Association, and construction professionals and lawyers attended the meeting in person. The online viewership reached 19,000.
The successful holding of this training session and legal and business seminar provided a valuable learning and exchange platform for professionals in the construction industry. It is of great significance in promoting the implementation of the 2024 edition of the Construction Engineering Quantity List Pricing Standard and the Standard for Quantifying Analysis of Schedule Delays, and in improving the overall legal and business level of the industry. With the joint efforts of all parties, the construction industry will steadily advance on the path of standardization and standardization, contributing more high-quality strength to social construction.
