On July 5, 2019, the Jinan Municipal Bureau of Housing and Urban-Rural Development and the Jinan Local Financial Supervision Administration jointly issued the "Notice on the Implementation of the Use of Bank Guarantees to Release the Mortgage of Expropriated Residential Houses in the Expropriation of Houses on State-owned Land" (JJJF [2019] No. 23). The issuing authority suggested that the housing expropriation departments and housing expropriation implementation units in all districts of our city, and the project implementation units should actively promote the "use of bank guarantees to release the mortgage of the expropriated residential housing", and the templates of the operation procedures and relevant documents should be issued as attachments.

In recent years, the mortgage rights of all kinds of expropriated houses on state-owned land in our city have not been released in time, resulting in the land can not be listed for sale, which has seriously affected the construction progress of provincial and municipal key projects. Among them, the Bank of China head office document center has this kind of business as a standardized bank guarantee service products, plans to cooperate with our firm to promote to the national market.
