Lawyer Luo Xianghu of Zhongcheng Qingtai Law Firm was invited to do legal training for Jinan's ecological environment system.

Lawyer Luo Xianghu, a partner of Zhongcheng Qingtai (Jinan) Law Firm, was invited by Jinan Ecological Environment Bureau to conduct environmental administrative law enforcement training for the city's ecological environment system. Jinan's ecological environment system (including the new and old kinetic energy conversion leading area, southern mountainous area, Laiwu District, Gangcheng District, Pingyin County, Shanghe County and other districts and counties) is in charge of leaders and personnel from the laws and regulations department, supervision brigade, management department and other departments to participate in the training activities.

Lawyer Luo Xianghu mainly focused on five themes in this training activity. The first topic is an overview of administrative law enforcement, which mainly includes the definition of the subject qualification of the administrative body and the administrative counterpart, the proof of the factual basis of administrative law enforcement, the accuracy of the legal basis and the administrative procedure. The second topic is the analysis of atmospheric administrative punishment cases. Lawyer Luo Xianghu elaborated the key points that should be paid attention to in atmospheric administrative punishment cases through detailed analysis of an atmospheric administrative punishment case. The third topic is the case analysis of noise administrative punishment. In this topic, lawyer Luo Xianghu focuses on the subject of case handling, the production of key factual evidence, and the discretion of administrative punishment. The fourth topic is the analysis of sewage administrative punishment cases. For such cases, Luo Xianghu mainly explained from the aspects of evidence collection, sorting, standardization, law enforcement ideas and so on. The fifth theme is the analysis of administrative punishment cases of environmental impact assessment, which mainly focuses on the two major issues of "construction before approval" and "investment before inspection. In the issue of "build before approval", the paper focuses on the identification of "start time", the total investment of construction projects, and the application of law.

The participants raised many problems encountered in the actual law enforcement process on the front line, and lawyer Luo Xianghu answered them one by one. Training activities have achieved good results.
