Leaders and colleagues: Hello everyone!
I am very glad to have the opportunity to discuss and exchange the development and construction plans of law firms with leaders and colleagues today. Zhongcheng Law Firm was established in September 1988, formerly known as Jinan Foreign Law Firm, mainly engaged in foreign-related legal business. In the 13 years since the establishment of the institute, our institute has had a period of rapid development and outstanding achievements. It has grown from a small four-person institute to more than 50 practicing lawyers. The office has changed from a high-end writing room of hundreds of square meters. The business and fees have reached a new level year by year. The institute and several lawyers have been awarded by the Ministry of Justice, provincial and municipal awards and merit. In 1996, it became one of the first two provincial civilized offices, in 1997, he was recommend to declare the ministerial level civilized law firm. However, there have also been stages in which reform has lagged behind, the mechanism has lacked vitality, a large number of talents have been lost, morale has suffered a serious setback, and construction has stalled. In the second half of 2000, under the guidance of the provincial department and the municipal bureau, we took the lead in realizing the overall transformation from the state-owned assets institute to the partnership institute, and the decoupling and restructuring brought the second spring of the development of Zhongcheng Institute. Over the past year or so, Zhongcheng Institute has revived its high-spirited revolutionary fighting spirit, re-established its brand, expanded its team, expanded its market, standardized its management, doubled its business and fees, and reached the highest level in history. The institute is full of striving for excellence. The strong atmosphere of making contributions has shown a strong momentum of development.
Looking back on the experience of 13 years of construction, especially the changes over the past year of transformation, we deeply realize that: first, in the construction of law firms, reform and innovation are the driving force, construction and development are the foundation, and team stability is the premise. Second, maintaining a firm and correct political direction is the fundamental guarantee for the construction of law firms. In the course of 13 years of development, in the decoupling and restructuring of law firms, we have worked hard to achieve "four strengthening, four persistence, and four unchanged", maintaining the reform without changing our aspirations and the transformation without turning.
The first is to strengthen ideological and political work, adhere to a firm and correct direction of development, and keep the concept of lawyers as a career unchanged;
The second is to strengthen organizational construction, adhere to the party spirit and self-discipline of Communist Party members, and consciously accept the concept of judicial administrative organs;
third, we should step up education on purpose and persist in serving the people wholeheartedly, serving the party's central work, reform, opening up, and social stability;
The fourth is to strengthen cultural construction, adhere to the fine style of "unity, hard work, development, and dedication", and the development goal of creating a brand and building a strong institute remains unchanged.
The above four points are the fundamental reasons for our success after the transformation. They are also the key to revitalizing the morale of Zhongcheng from the trough and striving to create greater glory. They are the experience and lessons accumulated by Zhongcheng after 13 years of development and construction. He has become a valuable spiritual wealth and huge intangible assets.
The following is a brief report to all leaders and colleagues on our practice of doing a good job in the construction of law firms. Please criticize and comment.
The construction of a law firm is a systematic project, that is, there are external image construction, internal quality construction, ideological construction, organizational construction, team construction, business construction, mechanism construction, cultural construction, hardware construction, software construction, system construction, work style construction, professional ethics construction, there are many ideas. We believe that to do a good job in the construction of law firms must be combined with the actual situation of the firm, grasp the key points, highlight the key points, and promote the overall. In the construction of law firms, we promote the all-round development and construction of law firms by doing a good job of "five grasping.
1. grasp the ideological and political work, establish the concept of purpose, correct the concept of practice, and lay the ideological foundation for the construction of law firms.
Thought is the forerunner of action, and only with correct ideas can there be correct conscious action. Since the establishment of the Institute, we have always put the firm and correct political direction in the first place, continuously strengthened the ideological and political work, earnestly carried out the correct world outlook, outlook on life and values education for all personnel, so that all personnel firmly established the purpose of serving the people wholeheartedly and the practice concept of taking lawyers as a career, and solved the ideological and cognitive problems of why to be a lawyer? How to be a lawyer? How to improve the construction of a law firm. In the process of lawyer reform and transformation, everyone unanimously realized that the reform of the lawyer system is to adapt to the development of the social situation, to mobilize the enthusiasm of lawyers, to promote the development of lawyers, to provide quality legal services for economic development and social stability. Therefore, the lack of reform is to improve the distribution of lawyers, decoupling is to decouple from the judicial and administrative organs, and restructuring is the wrong tendency to change the public ownership system. After the transformation, the "four unchanged" have been achieved, and the whole institute has been united, striving for progress, and creating a brilliant development momentum. The practice of establishment makes us realize that as long as a law firm establishes the practice concept of taking lawyers as a career, and realizes that doing a good job in the construction of a law firm is the foundation to promote the development of the lawyer's career, vigorously strengthening the construction of a law firm will become a conscious action, and there will be goals, ideas, measures and methods. If the practice concept is not correct, the construction of law firms can only be empty talk.
2. focus on organizational construction, give full play to the role of the party, league, and trade unions, and provide organizational guarantees for the construction of law firms.
To do a good job in the construction of a law firm, we must be managed and grasped by someone. In the creation activities, we give full play to the fighting fortress of the party branch and the vanguard and exemplary role of the party members. The party branch regards the creation activities as a top priority, and sets plans, ideas, and systems. Measures, and implementation. The branch secretary is a leader with a strong sense of professionalism, responsibility, mission, and hard work, and selfless dedication, the members of the branch are united and work together to be a good locomotive. Communist Party members set an example everywhere, and everyone strives to be a model for creative activities. The Youth League Branch called on all Youth League members to make contributions in the activities of striving for success, so that youth can shine in entrepreneurship. On the other hand, the trade union has enhanced the centripetal force, cohesion and combat effectiveness of the whole institute by caring about the lives of workers and colorful, healthy and progressive sports and entertainment activities. The whole office has become a situation with the party branch as the core, and partners, management committees, trade unions, and the Communist Youth League work together to create a situation, so that the construction of law firms has a strong organizational guarantee.
3. do a good job of creating plans, formulate work ideas, so that law firm construction goals are clear.
To do a good job in the construction of a law firm, we must have plans, ideas, goals, and measures, so that the whole firm can have a clear goal of struggle, make the creation activities solid, step by step, and constantly stride to new heights. After the overall transformation, after repeated and serious discussions, we quickly made a three-year creation plan, that is, "lay the foundation in one year, focus on development in two years, and create a great cause in three years", and clarified a goal-to strive for a ministerial-level civilized law firm, Vigorously implement four projects:
1. Brand engineering: reshape the good social image of Zhongcheng Institute, start the brand of Zhongcheng Institute, create brand by performance, and promote development by brand.
2. Market engineering: continue to develop the legal market with a global vision and strategic thinking, identify the market positioning of the firm, expand to "high, new, and foreign", form the legal service market structure of the firm, and maintain the sustainable development of the law firm.
3. Management engineering: strengthen management, improve the mechanism, realize standardized, scientific and modern management, and make scientific and strict management the guarantee of efficient and orderly operation of lawyers.
4. Team engineering: strengthen the team, improve the quality, take the big as the foundation, take the strong as the goal, and build a high-quality lawyer team that keeps up with the development of the times.
At the same time, ten guarantee measures were formulated to achieve the task, which made remarkable achievements in 2001 and laid a solid foundation for the construction and development of law firms.
This year, in accordance with the development of the situation after China's accession to the WTO, in order to seize opportunities and meet challenges, combined with the actual situation of our institute, we have formulated the goal of focusing on team building and market development, striving for the goal of ministerial-level civilization, and doing a good job in the six aspects of thinking, team, quality, morality, mechanism, and culture as guarantee measures, and strive to achieve a new leap in the creation work. At present, the whole institute has the same ideological understanding, high morale, and determination to work hard for one year to achieve the goal of struggle.
The fourth is to focus on standardized management, improve various mechanisms, and provide the foundation and vitality for the construction of law firms.
Establishing and improving various rules and regulations, realizing office modernization, standardized, institutionalized, and scientific management, improving democratic management, incentives, distribution, operation, and guarantees. These are not only important content of the construction of law firms, but also good The foundation and vitality of the construction of law firms. After the transformation, we invested more than 300,000 yuan to improve the office environment, update office equipment, and prepare the work manual of the law firm, including the articles of association, various rules and regulations, the responsibilities of each post, the all-round quality control system, and all kinds of business work procedures. Law firms implement computerized management, set up websites and local area networks, directors take turns on duty, make announcements in court, register on business trips, and have logs for a week's work. A democratic management system has been implemented in which the General Assembly of Lawyers, the Conference of Partners and the Management Committee are each responsible. Formulate a distribution system that is conducive to mobilizing the enthusiasm of personnel, is conducive to increasing accumulation and maintaining sustainable development, and is conducive to giving full play to the team spirit. Adopting the secondary distribution of partners, the comprehensive performance appraisal salary system for full-time lawyers, and the distribution method of linking the remuneration of office staff with the benefits of the whole institute, the protection mechanism has been improved by insuring lawyers with old-age insurance, medical insurance and practice risk insurance. Standardized management and perfect mechanism have injected vigor and vitality into the creation activities.
5. do a good job in the cultural construction of law firms, strive to create a brand, and promote the in-depth development of law firm construction.
If a law firm wants to be attractive, cohesive and effective, and to create a large-scale strong office, it should not only rely on a good operation mechanism, management mode, distribution system and good economic benefits, but also rely on the common practice concept and values of the whole group. This is the real basis for a lawyer to form a team. In order to form a common practice concept and values, we should attach importance to the cultural construction of law firms. The culture of a law firm is a comprehensive embodiment of the overall thought, idea, emotion, sentiment, spirit, civilization and so on. It is one of the core competitiveness of a law firm. Zhongcheng Institute has paid attention to the cultural construction of law firms for many years, and has gradually formed a Zhongcheng Institute culture with "people-oriented, home-oriented, career-oriented, and dedication" as the core content.
People-oriented: is to respect people, love people, education, training people. To this end, we put forward that "talent is the most valuable wealth and resources of the public", and strive to build a high-quality team of lawyers, so that all lawyers become the "four divisions", which is also the center and fundamental to do a good job in the construction of law firms.
Taking what is home: it is to let every member have a sense of belonging, trust and intimacy, and integrate into the warm big family. Everyone is the master and makes concerted efforts to build a home. For this reason, in the creation activities, we proposed to form "one family, one heart, one strength", vigorously shape the team spirit, give full play to the overall advantages, and fight the world together.
To do business: to establish the practice concept of taking lawyers as a career, and to strive for the development of the lawyer's career. To this end, we adhere to the "unity, hard work, development, dedication" of the wind, advocate "dare to be the first, strive for first-class, create a brand".
Speaking of dedication: It is to emphasize that lawyers are a career. The significance of the career lies in dedication. It advocates that life is sublimated in dedication and youth is shining in entrepreneurship. To this end, we put forward "always maintain professionalism, everywhere to safeguard the interests of customers","responsible for customers is responsible for their own","each business should pursue perfection, excellence".
Lawyers are engaged in a social work. They should have a sense of social responsibility and love. To this end, we actively participated in social welfare activities, helped poor schoolchildren in Ligou Township, set up awards for outstanding gardeners and outstanding students in Niubao Township Middle School, and actively donated money to disaster areas in Xinjiang. In 2001 alone, we donated more than 40000 yuan, which not only contributed to the society. It not only cultivated the sentiment of lawyers, but also established a good image of lawyers.
The solid cultural construction of the law firm has achieved good results, so that the whole firm has always maintained high morale and unremitting enterprising spirit, and provided a strong spiritual motivation for the construction of the law firm.
To briefly summarize the above "five grasps", the first is to solve the ideological problem of whether or not to engage in construction, the second is to solve the organizational problem of who will grasp the construction, the third is to solve the thinking problem of how to carry out construction, the fourth is to solve the problem of measures to carry out construction, and the fifth is to solve the problem of morale in carrying out construction.
These are some of our practices and experiences in the construction of law firms, which are reported to leaders and colleagues for reference. The construction of a law firm is a systematic project, which has a long way to go. We are still exploring. We are working hard, not to mention experience. Please criticize and correct the mistakes.
