After the transformation, Zhongcheng Institute insisted that "the purpose of serving the people wholeheartedly cannot be changed, and the provision of excellent legal services to the society cannot be changed at all." It advocates lawyers to conscientiously sum up their experience in handling cases and actively write business papers as an important measure to improve their professional level and ability to handle cases. Partners take the lead in writing papers seriously. A reward system has been formulated, and the "Three Ones" selection activities have been carried out in the institute (each person submits a paper, a legal document and a case file to participate in the selection). In the selection of outstanding papers for lawyers in the city in 2001, 22 lawyers in the institute wrote 32 papers, of which 13 were selected as the first and 2. third prizes respectively, accounting for 20% of the total number of award-winning papers (63) in the city, ranked first.
