Zhongcheng Qingtai Helps Weifang Municipal Government and Social Capital Cooperation (PPP) Project to Standardize Development

In August 2018, after public bidding, Weifang Finance Bureau selected Zhongcheng Qingtai Law Firm to provide special legal advisory services for the government and social capital cooperation (PPP) business. After being employed, our senior partner, PPP business manager and legal expert Shi Guangbo of the Ministry of Finance's PPP expert library led the PPP business team to participate in the municipal review of warehousing projects in Weifang's counties and districts, the demonstration of municipal project implementation plans, the review and negotiation of project contracts, etc., providing professional legal consulting services for controlling the quality of warehousing projects, standardizing and promoting the project process and preventing project risks.

From November 15 to 16, Weifang Municipal Finance Bureau organized a training course on the city's government and social capital cooperation (PPP) business. The county and district finance bureaus were in charge of leaders, directors of PPP centers, business section chiefs of relevant municipal departments, leaders in charge of relevant municipal enterprises, and business backbones of relevant departments of the Municipal Finance Bureau. Lawyer Shi Guangbo, as the keynote speaker, discussed issues related to PPP project contracts with participants.

On the morning of the 16th, lawyer Shi Guangbo took "PPP project contract management" as the theme and combined with the practice of PPP legal consulting services, pointed out the problems existing in PPP project contracts in practice, emphasized the importance of PPP project contracts from the perspective of the government, and explained the drafting and review of key terms of PPP project contracts around the practical operation of PPP project contracts, from the perspective of risk prevention, the relevant issues of PPP project contract negotiation, performance and renegotiation are analyzed.

On the afternoon of the 16th, lawyer Shi Guangbo and the leaders of the Finance and International Cooperation Department (PPP Center) of the Shandong Provincial Department of Finance jointly answered and consulted on the PPP policies, project operations and related legal issues raised by the trainees.

This training has a positive effect on improving the ability of project contract risk identification, enhancing the awareness of project legal protection, and promoting the standardized development of PPP projects, laying a good foundation for Weifang to standardize the operation of PPP projects and create a new bureau for PPP business development.
