On November 24, sponsored by the Procuratorial Theory Research Center of Shandong University of the Supreme People's Procuratorate and the Law School of Shandong University, and co-organized by Shandong Zhongcheng Qingtai Law Firm and Shandong Ivy Law Firm, the "Deception and Confession from the Perspective of Prevention of Unjust and Wrong Cases" Seminar "was held at the Grand Mercure Nanshan Hotel, Jimo District, Qingdao. Experts and scholars from China University of Political Science and Law, Beijing Normal University, People's Public Security University of China, Xiamen University, Nanjing Normal University, University of Electronic Science and Technology of China, Shandong University of Finance and Economics, Shandong University of Political Science and Law, Qingdao University and other universities, as well as from the Supreme People's Procuratorate, Qingdao Intermediate People's Court, Qingdao People's Procuratorate, Zibo Intermediate People's Court, Dongying People's Procuratorate, Qingdao Jimo District People's Procuratorate, Jimo District People's Court, and lawyers from all over the country. A total of more than 80 comrades from the department attended the meeting. Our deputy director Meng Fanhu led six criminal professional lawyers from Jinan and Qingdao branches to attend the meeting. Deputy Director Meng Fanhu made a keynote speech at the meeting and presided over the academic discussion of the unit "The Boundary between Deception and Confession and Normal Investigation and Interrogation Strategies.

This meeting revolves around the theme of "the problem of deception from the perspective of the prevention of unjust and wrong cases. The opening ceremony of the conference was presided over by Professor Hu Changlong, Director of the Institute of Procedural Law of Shandong University Law School. In his speech, Professor Fan Chongyi, Honorary Dean of the National Legal Aid Institute of China University of Political Science and Law, fully affirmed the background of the revision of the new Criminal Procedure Law. The significance of this seminar, and proposed that deception is a major focus and difficulty in the current research of criminal procedure law and evidence law, on the basis of an accurate understanding of the relationship between the deception and the investigation strategy, the behavior of the investigation organ should be standardized, and the voluntary elements of the rule of arbitrary confession should be studied in depth. Professor Zhou Changjun, Secretary of the Party Committee and Deputy Dean of the Law School of Shandong University, congratulated the seminar on behalf of the Law School and made a wonderful exposition on the theme of the conference.

The meeting is divided into "confession governance and deception to induce a confession", "deception to induce a confession and normal investigative interrogation strategy boundaries", "deception to induce a confession of the judicial appearance", "deception to induce a confession and criminal wrongful cases of the relationship", "deception to induce a confession of the judicial exclusion", "deception to induce a confession of the judicial regulation" six stages. Experts and scholars attending the meeting focused on the governance objectives, paths and stages of confessions, the status and role of confessions in the leniency system of confession and punishment, the manifestations of deception, the boundary between deception and confession and normal investigation and interrogation strategies, the examination of deception in the procuratorial link, the "pain rule" examination standard of deception and confession, the relationship between deception and confession and wrongful cases, and the legislative gaps in deception and confession. The problem is discussed. Experts and scholars and comrades from practical departments at the meeting put forward academic viewpoints such as the establishment and improvement of the rule of arbitrariness of confession, the fact that the standard of proof should not be lowered in leniency cases of confession, the establishment of the "painful rule" of deception, the concealment of deception and the practical difficulties of examination, the establishment of the right of lawyers to be present, and the fact that leniency cases of confession and punishment should be strictly examined voluntary. The atmosphere of the seminar was warm and the views were diverse, which provided a good start and opportunity for further strengthening and promoting the theoretical research and practical attention to deception and confession.

The holding of this high-level seminar is an important activity task of the criminal professional committee of our institute this year. The lawyers participating in the seminar have not only obtained rare opportunities for learning and exchange, and have benefited a lot. At the same time, they have also been in academia, the judiciary, and lawyers. Among colleagues, the reputation of Zhongcheng Qingtai has been greatly enhanced.
