December 4, 2025, marks the 12th Constitution Promotion Day, and December 1 to 7 will be the 8th Constitution Promotion Week. According to a joint notice issued by the Publicity Department of the CPC Central Committee, the Ministry of Justice, and the National Office for Popularizing the Law, this year’s “Constitution Promotion Week” campaign is themed: “Study, Publicize, and Implement Xi Jinping’s Thought on the Rule of Law, and Promote Deep Understanding of the Constitution Among the People.”

On December 2, coinciding with the arrival of “Constitution Promotion Day,” Cao Pingping, Sun Liangchang, and Zhang Li—partners at Zhongcheng Qingtai Jinan Office—along with other members of the legal advisory team, were invited by Jinan International Airport Construction Co., Ltd. to participate in an open-door legal consultation event held at the company.


 

 


 

During the event, Attorney Sun Liangchang focused on the topic “Practical Approaches for Airport Developers to Address Wage Arrears to Migrant Workers,” systematically organizing and explaining practical issues encountered in handling wage-arrear cases involving migrant workers. From three perspectives—prevention at the source, ongoing supervision, and proper resolution and repayment—he analyzed how developers can effectively avoid and appropriately resolve wage-arrear problems faced by migrant workers. Attorney Cao Pingping, under the title “Analysis of Issues Related to Construction Project Settlement,” drew upon the “Interpretation (II) of the Supreme People’s Court on the Application of Laws in Handling Disputes over Construction Contract Cases (Draft for Comments)” to discuss current judicial trends regarding related contentious issues. She also explained cost-related issues involved in settlement disputes, drawing on the 2024 edition of the “Standard for Pricing of Quantities in Construction Projects” and model construction contract texts, while analyzing legal risks and providing practical guidance. Meanwhile, both attorneys patiently answered the practical questions raised by the participants, and their detailed explanations received unanimous praise from all attendees.

On December 4, Constitution Promotion Day, Zhongcheng Qingtai Law Firm—being one of eight provincial-level law firms—joined forces with seven other sister law firms to launch a themed publicity campaign titled “The Constitution and Daily Life” in the Hanyu JinGu commercial district of Jinan. This event broke away from traditional legal education models by stepping out of the law firms and into the bustling commercial area, integrating legal services into the daily routines of citizens during their lunch breaks and conveying the warmth of the rule of law through dialogue.


 

 


 

At the two event venues—the Sunken Plaza in Hanyu Jin Gu and the Jinxiu Li Community Restaurant—attorneys Tian Qingsong and Zhu Bin from our firm engaged in face-to-face exchanges with citizens through consultation desks, mobile explanations, and case-based legal interpretations. They addressed a wide range of issues closely tied to daily life, including labor rights, marital and family matters, consumer rights protection, and contract disputes. A citizen working in the service industry came forward with a dispute over his employment contract; after careful analysis by the attorneys, he was able to clearly understand the appropriate steps for protecting his rights. Several young entrepreneurs also raised questions about company establishment and compliant business operations, and they received practical and actionable advice.


 

The significance of the Constitution lies in its protection of concrete individuals and their concrete lives. It is only when legal provisions move from the pages of statutes into the streets and communities—when they collide with individual dilemmas and engage in dialogue through questions and answers—that the spirit of the Constitution truly comes alive. In this event, lawyers from Zhongcheng Qingtai not only provided expert answers but also placed great emphasis on conveying the underlying principles and logic behind the law, ensuring that the rights granted to citizens by the Constitution are seen, understood, and effectively exercised.

On the morning of December 4, Zhou Jia Kui, a senior partner at Zhongcheng Qingtai and a lawyer, served as the vice principal for legal affairs at Jinan No. 34 Middle School and delivered a vivid and insightful lecture on constitutional education to all teachers and students of the school. Centered around the theme “Respect the Authority of the Constitution and Fulfill Our Educational Mission,” Lawyer Zhou used simple and easy-to-understand language to explain what the Constitution is, the purposes and significance behind its establishment, and analyzed the provisions in the Constitution concerning education and teachers’ rights and interests. He also illustrated, through real-life case studies, the boundaries and responsibilities of teaching in accordance with the Constitution, thereby sowing seeds of respect for the Constitution and belief in the rule of law across the campus.


 

 


 

That same afternoon, lawyer Zhou Jia Kui, as a member of the Jinan Municipal Party Committee’s lecture group on Xi Jinping’s Thought on the Rule of Law, delivered a special lecture to cadres and employees of the Jinan Municipal Bureau of Finance. Under the title “Striving Forward on a New Journey—Building Solid Foundations with the Rule of Law,” Lawyer Zhou Jia Kui closely aligned his presentation with the 20th National Congress of the Communist Party of China’s directive to “uphold comprehensive governance according to law,” and, drawing on the practical realities of fiscal work, systematically explained the formation process, core tenets, and practical requirements of Xi Jinping’s Thought on the Rule of Law. By analyzing typical cases, he guided the cadres and employees to integrate rule-of-law thinking into every stage of their fiscal work. Participants remarked that the lecture not only possessed theoretical depth but was also highly relevant to their daily work, providing strong guidance for deepening the practical implementation of Xi Jinping’s Thought on the Rule of Law in the fiscal field.

On December 4, lawyer Tian Qingsong, a partner at Zhongcheng Qingtai Jinan Office, visited the Poly Garden Community in Licheng District, Jinan City, to participate in a themed publicity event titled “Bringing the Law to the Community.” At the event site, lawyer Tian Qingsong distributed promotional materials and set up a legal consultation booth, educating community residents about the Constitution and laws and regulations closely related to their daily lives. He also used real-life cases to explain the law in practical terms, thereby enhancing residents’ legal awareness and literacy.


 


 

In response to the practical questions raised by residents, lawyer Tian Qingsong provided professional answers and guided residents to safeguard their rights through legal channels. The event was met with a warm and enthusiastic atmosphere, and residents enthusiastically praised the "legal services right at their doorstep." This activity has fostered a positive environment within the community—characterized by learning the law, understanding the law, abiding by the law, and applying the law—thus helping to truly integrate the spirit of the Constitution into daily life and injecting professional expertise into grassroots rule-of-law development.
