Recently, in order to do a good job in the renewal registration of mines whose mining licenses are about to expire, the Shandong Provincial Department of Natural Resources issued relevant notices to take the following measures for the renewal of mining rights that are about to expire:
Initiative 1: Implementation of an expiration reminder system
For mining enterprises that are responsible for issuing mining licenses at the provincial department, a system of expiration reminders and expiration announcements is implemented. Before the expiration of the mining license, the provincial department will make a rolling announcement on the provincial government service network and the provincial department portal website three months in advance, focusing on reminding and urging the mining right holder to go through the registration procedures for the renewal of the mining right in advance.
Initiative 2: Implementation of an overdue announcement system
For mining enterprises that are responsible for issuing mining licenses at the provincial department, a state-owned enterprise announcement system is implemented. After the expiration of the mine did not go through the renewal registration procedures, in the provincial government service network, the provincial department portal issued an expiration notice.
Initiative 3: Notify the mine to prepare information in advance
Three months before the expiration of the mining license, the natural resources department of the city where the mine is located shall notify the relevant enterprises to prepare the relevant plan as soon as possible, pay the relevant fees, fulfill the relevant obligations, prepare the registration data for the renewal of the mining right and 30 days before the expiration of the mining license, in accordance with the "Opinions of the Ministry of Natural Resources on Several Matters Concerning the Promotion of Mineral Resources Management Reform (Trial)" (Natural Resources Regulation No. 2019) "and" Notice of Shandong Provincial Natural Resources Department on Several Matters Concerning the Promotion of Mineral Resources Management Reform "(Lu Natural Resources Regulation No. 2) The mining rights registration authority stipulated in the report, the complete application materials will be declared to the registration authority, and the overdue will not be accepted.
Initiative 4: Strengthen the supervision and management of expired mining enterprises
According to the notice of the Ministry of land and resources on printing and distributing the Interim Measures for the supervision and administration of mineral resources of the competent departments of land and resources at the city (prefecture) and county (city) level (No. 17, 2003) and the opinions of Shandong Provincial Department of land and resources on further strengthening the supervision and management of mineral resources exploration and exploitation (No. 9, 2017), the municipal departments in charge of natural resources should do a good job in supervision and management.
Initiative 5: Prohibiting unlicensed or expired mining
Mining enterprises that have not obtained the renewal procedures after the expiration of the mining license must stop mining, and the municipal natural resources authorities prohibit illegal mining of mineral resources without a license in accordance with the law.
