In the golden autumn of October, the autumn wind sends cool. On October 27, the 13th Shangquan Criminal Defense Forum was successfully held in Hefei, Anhui Province, sponsored by the Law School of Anhui University, the National legal Aid Research Institute of China University of political Science and Law, and Beijing Shangquan Law firm. The theme of the forum is "Criminal Defense 40 Years: Retrospect and Prospect". Nearly 500 experts, scholars, lawyers, and legal practitioners from 28 provinces, municipalities, and municipalities across the country attended this forum. This Shangquan Forum discusses the progress and changes of my country's criminal defense system since the restoration of the lawyer system for 40 years, the current problems, future development trends, and the direction of reform and improvement. It is divided into five units, the themes of each unit are the review and future prospects of the 40-year history of criminal defense legislation and practice, the system of confession and punishment and sentencing consultation, the application of criminal law in criminal cases committed by criminal and evil forces, the full coverage of criminal defense and the system of duty lawyers, effective defense and the specialization of criminal defense. The opening ceremony of the forum was presided over by Liu Guiming, editor-in-chief of Democracy and legal system. Professor Guo Zhiyuan, dean of the Law School of Anhui University, pointed out in his speech that the development of the criminal defense system is an important criterion for judging the civilization of the rule of law in a country. Professor Wu Hongyao, Dean of the National Legal Aid Research Institute of China University of Political Science and Law, believes that the history of the development of criminal proceedings is the history of the expansion of defense rights, and the professionalization of criminal defense is the only way to achieve effective defense.

Meng Fanhu, deputy director of Zhongcheng Qingtai (Jinan) Institute, as an invited guest, expressed his opinions on the theme of "Effective Defense and Criminal Defense Professionalization" in Unit 5 of the Forum. Based on his many years of practice experience, Meng Fanhu made a speech on the dilemma, standard and development trend of effective defense, emphasizing that it is not suitable to formulate a unified standard of effective defense at this stage, and the result of physical defense should not be used as the measure of effective defense, and it is believed that the professionalization of criminal defense is an inevitable requirement for future development.
