From November 30th to December 2nd, the Shandong Provincial Department of Finance held the "Shandong Government and Social Capital Cooperation (PPP) Major Policies and Professional Capacity Improvement Business Training", which was held by the province's finance at all levels, project implementation agencies, social capital parties, and SPV More than 230 people from related units such as companies, consulting agencies, and financial institutions participated. Guangbo, a lawyer from Zhongcheng Qingtai (Jinan) Law Firm, was invited to give a special lecture on "Legal Practice of PPP Project" for this training.
Lawyer Shi Guangbo, from the three levels of procurement, contract and renegotiation, combined with the legal consultation examples of the team PPP project, focused on the problems and difficulties existing in the practical operation of PPP project, such as the setting of procurement conditions for PPP project, the legal risks of procurement method selection, the problems existing in the landed PPP project contract, the key clauses of the project contract, the project equity financing, the early termination of the project, the project dispute resolution, the project renegotiation and other PPP project, we had in-depth communication with the trainees and answered the questions raised by the trainees on the spot.
PPP model, as an innovation of investment and financing model, provides public goods or services through government-enterprise cooperation, which is one of the effective ways to solve the shortage of government financial funds. Since the beginning of 2014, the development of PPP model in Shandong Province is in full swing, and has achieved very significant results. As of August 2019, the number of PPP projects landed, the number of starts and the number of private enterprises participating in the province have been ranked first in the country for many years.
Mr. Shi Guangbo is a legal expert in the PPP expert database of the Ministry of Finance, an expert in the PPP expert database of the Shandong Provincial Department of Finance, and a number of special legal advisers for PPP business in finance and government investment and financing departments. In recent years, he has led the team to participate in the drafting, review and negotiation of multiple PPP project contracts, provided legal advisory services for the early termination of multiple PPP projects and the handling of project disputes, and wrote and published many PPP professional articles.
