On the morning of September 2, the standing Committee of the Jinan Municipal people's Congress held a forum for soliciting opinions on the regulations on the reduction and classification of domestic waste in Jinan (draft). Zhou Jiakui, deputy director and senior partner of Shandong Zhongcheng Qingtai (Jinan) Law Firm, was invited to attend the meeting.
At the symposium, lawyer Zhou jiakui put forward a number of amendments: in terms of terminology norms, he proposed to amend the expression terms of the four articles of the draft; In terms of legal convergence, it is proposed that the expressions of articles 42 and 51 of the draft are not in harmony with the upper law or other provisions of this law, and the expressions are not clear, which is easy to cause ambiguity. It is suggested to amend the contents of the articles, it is proposed to increase the clause of "legal liability for violation of Article 19" to ensure the effective implementation of Article 19 of the draft and promote the implementation of the source reduction system of domestic waste. In addition, lawyer Zhou also put forward corresponding suggestions on "how to ensure that the city management department collects evidence, punishes it in time, and maintains the law.
