On October 16, the "11" China Legal Aid Volunteer Action 2019 Work Summary and 2020 Launch Ceremony was held in the Great Hall of the People in Beijing. Lawyer Zhang Kai from Jinan Institute of Zhongcheng Qingtai was invited to participate in the launch ceremony and handed over the flag to Minister Tang Yijun as the flag bearer of the 2019 China Legal Aid Volunteer Group at the flag awarding ceremony.

Gu Xiulian, vice chairman of the Standing Committee of the 10th National People's Congress, attended the meeting and delivered a speech. Tang Yijun, Minister of justice, awarded the banner of legal aid volunteers to volunteer representatives. Xiong Xuanguo, Vice Minister of justice, put forward work requirements for further deepening the implementation of the "1 1" volunteer action. Zhang Yanzhen, former vice minister of the Ministry of Justice and chairman of the China Legal Aid Foundation, presided over the meeting.
