On the morning of December 21, 2020, the Shandong Pilot Free Trade Zone strengthened competition policy pilot work promotion meeting was held in Shandong Building. Leaders of more than ten provincial departments, including the General Office of the Provincial Government, the Provincial Development and Reform Commission, the Provincial Department of Finance, the Provincial Department of Commerce, and the Provincial Market Supervision Bureau, and relevant persons in charge of the Jinan, Qingdao, and Yantai Free Trade Zone Management Committee attended the meeting. The meeting informed the Shandong Pilot Free Trade Zone on the implementation of the pilot program to strengthen competition policy. The Jinan, Qingdao, and Yantai Free Trade Zones made speeches on the strengthening of competition policy in the Pilot Free Trade Zone.
Dou Yushuo, deputy director of the General Office of the Provincial Government and director of the Provincial Port Office, issued letters of appointment to 11 members of the expert advisory group, including lawyer Zhang Qinbo. At the meeting, lawyer Zhang Qinbo made a speech as a lawyer representative among the members of the expert advisory group. Lawyer Zhang Qinbo made an in-depth explanation and examples around two aspects: "strengthening top-level design and passing legislation to provide comprehensive legal guarantee for the construction and development of the free trade zone" and "adhering to administration according to law." create a non-discriminatory institutional environment for all kinds of market entities in the free trade zone to carry out production and operation activities, it is proposed that the free trade zone should not only formulate and issue a good competition policy, but also act according to the system, ensure the landing of the competition policy, and promote the steady and rapid development of the free trade zone. Lawyer Zhang's speech was unanimously recognized by the participants.
