On February 23, the establishment meeting of Zhongcheng Qingtai Construction Engineering Business Center and the first phase of construction engineering professional training course were held in Zhongcheng Qingtai Jinan. Industry representatives and experts in related fields of construction engineering, as well as more than 120 lawyers from 15 branches attended the meeting. Li Heng, director of the construction center, presided over the meeting.
Director Li Heng delivered a welcome speech and announced the purpose, functions and organization of the construction center. The center is composed of more than 180 lawyers from all branches of Zhongcheng Qingtai. It is an important platform for the exchange, promotion and publicity of construction professionals between our general office and all branches. Relying on the platform, construction professional legal service resources can be effectively integrated and utilized.
Han Honggang, director of Zhongcheng Qingtai General Office, fully affirmed the establishment of the construction center. He stressed that the construction center should continuously promote the professionalization, refinement and long-term development of the construction business, and continuously promote the regional coordinated and high-quality development of the general office. In line with the humble, down-to-earth and persistent work style, the lawyers of the center should constantly strengthen professional exchanges and learning at home and abroad, learn from others' strengths, be open and inclusive, and make due contributions to the construction of the lawyer industry and the rule of law.
Yang Baofeng, an expert in engineering cost, introduced the development process and current situation of general contracting of domestic and provincial projects with the theme of "Interpretation of General Contracting Pricing Rules for Housing Construction and Municipal Infrastructure Projects in Shandong Province". Combined with case analysis, this paper interprets the key contents of the general contracting pricing rules of Shandong Province.
Liu Yumin, an expert in engineering appraisal, shared the practice of construction project duration appraisal, comprehensively sorted out the development process, categories and procedures of judicial appraisal of construction project, combined with relevant cases, analyzed and explained the methods, procedures, difficult and controversial issues of construction project duration appraisal.
Lawyer Zhang Xiaoxia, an arbitrator, took "Difficult Problems in Project Cost Appraisal" as the topic, combined with relevant case analysis of the referee's thinking and lawyer's thinking, and made an in-depth explanation on the legal attributes of project cost appraisal, the entrustment of appraisal, the implementation procedure, the appraisal opinion and its objections and cross-examination.
Mei Zuoyun, an expert on engineering quality, shared the courseware of "Examination and Approval of Construction Engineering Procedures, Division of Responsible Subjects and Analysis of Testing Techniques". He gave a professional explanation on the topics of examination and approval procedures such as construction and acceptance of construction projects, identification of responsibilities related to engineering quality problems, matters needing attention in quality appraisal and inspection and testing techniques for common quality problems, and combined with his rich practical experience in the field of engineering quality inspection and appraisal.
