In order to implement the "Shandong Province New and Old Kinetic Energy Conversion Major Project Implementation Plan" and improve the risk compensation mechanism of intellectual property pledge financing, on February 28, 2018, the Shandong Provincial Intellectual Property Office issued the "Shandong Province Patent" Government Bank Insurance "Financing Pilot Work Implementation Measures (Implementation)", the implementation measures require the Municipal Intellectual Property Office to take the lead in setting up a service platform to carry out credit work, relying on the contracted "alliance" composed of banks, insurance, guarantee and service institutions, it provides financing services for enterprises through market-oriented means. The financing service is mainly based on patent pledge loans. The amount of patent pledge loans accounts for no less than 90% of the total loans, and the bank interest rate does not exceed 30% of the benchmark loan interest rate in the same period.
Jinan is one of the pilot cities of provincial government and bank insurance financing. Under the guidance of the Jinan Intellectual Property Office, after nearly 4 months of active exploration, the Jinan Intellectual Property (Political, Banking and Insurance) Service Alliance was officially inaugurated in Jinan Kejin Building on October 16, 2018 to solve the problem of technology-based small, medium and micro Enterprises are difficult and expensive to finance. The alliance is composed of Qilu bank, Qingdao bank, PICC property insurance, state-owned insurance, provincial science and technology financing guarantee company, intellectual property service company and Shandong yuxing insurance brokerage service co., ltd. the permanent organization of the alliance, the project office of the government bank insurance, is located in room 202 of Jinan science and technology finance building.
At the unveiling ceremony of the political bank insurance alliance, lawyer Mou Xun, director of the patent department and partner of Zhongcheng Qingtai (Jinan) law firm, introduced the operation process and innovations of Jinan's "political bank insurance" financing loan products launched by the alliance to the guests. Wang Zongqiang, general manager of Qilu Bank's Kechuang Financial Management Department, as a member representative of the alliance, expressed his confidence and determination to be market-oriented and innovative on behalf; director Guan Jun of Jinan Intellectual Property Office hopes that the establishment of the alliance can further broaden the financing channels of enterprises, realize complementary advantages among member units, and realize the reuse of enterprise intellectual property service market. Yang Wenjun, director of the coordination and management office of Shandong Intellectual Property Office, first affirmed the achievements of Jinan Intellectual Property Office in patent pledge financing, Then introduced the advanced experience and methods of insurance and financial institutions in southern cities in patent pledge financing, it also encourages the member units of the alliance to continuously explore and learn, carry out their work in a down-to-earth manner, and realize the normal operation of the alliance as soon as possible.

In the near future, the alliance will successively launch special roadshows for "government, bank and insurance" financing products, so that technology-based small, medium and micro enterprises that meet the financing conditions can understand the policy guidance as soon as possible, and obtain fast, low-cost support liquidity loans in a timely manner.
